Summary of Proposed Constitution Changes

Preparing FWT for the future

At the November 7, 2026, Annual Meeting, Friends of Webster Trails members will be asked to vote on an update to the FWT Constitution, Bylaws, and Job Duties. A red-lined document of the changes can be found online, and a summary of the changes is as follows:

Major Changes

  • Addition of a Finance Committee as a standing committee, with the Treasurer as chair, to oversee financial strategy, performance, budgets, and related matters.
  • Separation of the Activities/Outings Coordinator role from the Trails Committee, so that the Trails Committee focuses on maintenance and trail development while outings coordination is handled separately.
  • Addition of a Scout/Youth Volunteer Project Committee as a standing committee. The Chair shall be a Board member. The Committee will serve as liaison with Scouts and other volunteers for infrastructure projects, maintain a catalogue of approved plans, coordinate with the Board and Town officials, and oversee or monitor construction.

Operational and Clarifying Changes

  • Membership applications may be signed electronically.
  • Deletion of the non-binding suggestion that the President serve no more than two consecutive terms.
  • Reduction of notice for special Board meetings from 15 days to 7 days.
  • Transfer of mailbox-checking responsibility from the Membership Committee to the Finance Committee.
  • Elimination of the requirement to distribute the membership roll to the Board.
  • Generalization of newsletter distribution timing to spring and autumn (rather than specific months).
  • Clarification of the amendment process (see below) and addition of an explicit quorum requirement for membership votes on amendments.
